Setting up targeted advertising: a step-by-step guide for beginners

A guide for anyone launching targeting for the first time who wants to avoid costly mistakes along the way. Each step is what needs to happen before the next one, not general theory.

Steps 1-2: accounts and payment

Create a Meta Business Suite for the company and link it to a Facebook page and an Instagram business account. Check that the Instagram bio is clear to a stranger within seconds and the action button leads where it should — this affects results as much as the ad settings themselves.

Add a payment method — a USD card on an international network, since Uzcard and Humo don't work here. Set a sensible account spend limit to rule out accidental overspending during the first days while you're still getting used to the interface.

Steps 3-4: pixel and campaign objective

If you plan to send traffic to a website, install the Meta pixel before launching ads, via Google Tag Manager or directly in the site code, and configure at least one key event — a lead or a purchase. Verify it fires with the Meta Pixel Helper extension before spending any budget.

Pick a single objective for the first campaign — direct messages, website traffic, or lead generation — and don't mix several at once. For most local businesses in Uzbekistan, the Messages objective gives the most predictable first result, since it matches habitual audience behaviour.

Steps 5-6: audience and budget

Start broad — location (city or district), age 25-45, without narrow additional interests. Narrowing too precisely at launch, before any data has accumulated, usually just raises cost per result without a real gain in quality.

Set a test budget of 1.5M-2.5M UZS for the first week in a straightforward niche. Don't change the budget sharply within the first 3-4 days — the algorithm needs that time to find a pattern in audience response, and frequent edits reset the process.

Steps 7-8: creative and launch

Prepare 2-3 different creatives per ad set: at least one 15-25 second vertical video, shot as simply as possible, with a clear point in the first two seconds. Add on-screen captions and separate ad copy for Russian and Uzbek if the audience speaks both.

Review every setting once more before launch: objective, audience, budget, campaign duration, link or form. Only then hit Publish — fixing a mistake after impressions have started is harder and pricier than catching it at this stage.

Steps 9-10: the first week and drawing conclusions

Check daily that the campaign is actually spending budget and getting impressions, but leave the settings alone without a solid reason. On day three or four, check the creative breakdown — Meta will show which variant performs better, and weak ones can be switched off.

By the end of the week, gather the first numbers: cost per click, cost per message or lead, and how many real conversations turned into a price discussion. That's the basis for the next decision — scale the winning combination, change the audience, or rework the creative if results fall short.
