How to build retargeting audiences on Instagram
Retargeting audiences don't appear automatically — they need to be deliberately set up in the ad account before you need them. Here's a practical build order for a business without a deep technical background.
Website audiences via the pixel
If the pixel is installed and events are configured, go to Audiences in Ads Manager and create a custom audience with the Website source, choosing an event — all visitors, visitors of a specific page, people who added to cart. The more specific the event, the warmer and smaller the resulting segment.
Set a retention window: for quick-decision products, 14-30 days is usually enough; for expensive services with a long sales cycle, extend to 90 days. Too long a window dilutes the audience with people whose interest has long faded.
Note that website audiences only work with sufficient traffic: if the site gets under a few hundred visitors a month, the segment may be too small for effective ad delivery.
Account engagement audiences
This audience builds automatically without a pixel, based on actions inside Instagram and Facebook: watching a video past a certain percentage, opening a lead form, visiting the profile, engaging with an ad. It's available even to businesses without a website, making it especially valuable for local companies working through direct messages.
Set up separate segments by engagement depth: people who watched 75% of a video are usually warmer than those who watched only the first three seconds and deserve a separate, more direct offer.
Don't overlook the Facebook page engagement audience if the page is active — many businesses set up retargeting only for Instagram and miss a separate pool of people who engaged through Facebook.
Uploading your own customer list
Export phone numbers or emails from a CRM or a simple customer spreadsheet and upload the file under Custom Audience with the Customer List source. Meta matches the data to registered accounts and builds an audience for direct win-back campaigns or for exclusion from cold campaigns, so existing customers aren't shown ads for something they already bought.
Refresh the uploaded list regularly — monthly or quarterly, depending on how fast the customer base grows. A stale list loses relevance and matches worse against real accounts over time.
Look-alike audiences built on collected data
From any of these audiences — website, engagement, customer list — you can build a look-alike: Meta finds new people who behave similarly to the source segment. A sensible minimum source size for a quality look-alike is about 100 people, though the platform technically allows fewer.
Start with the highest-quality source — a base of actual buyers rather than just site visitors. A look-alike built on people who genuinely paid usually produces a more relevant new audience than one built on a simple ad click.
